Thomas J. Russo has been dismissed, effective immediately, as vice president and general manager of Severstal Sparrows Point by a top aide to Russian billionaire Alexei Mordashov.

Sergei Kuznetsov, CEO of Severstal North America, said in an in-house e-mail posted yesterday (and reviewed by The Brew) that Russo would leave the company “to pursue other opportunities.” No reasons for his removal were stated.

David A. Howard, vice president of corporate planning at Severstal, was named the new vice president and general manager. He will report to Alexander Pogozhev, chief operating officer of the group’s North American operations.

As noted in a detailed Brew post last month, Mordashov, CEO and majority owner of Severstal, has been dissatisfied with Sparrows Point’s operating losses and has insisted through his aides that hundreds of union jobs be terminated as a cost-cutting measure.

Russo was known as a peacemaker between the Russian management team, which has assumed an increased presence at the Point, and the United Steelworkers Union. He has maintained a close professional relationship with John Cirri, president of USWA Local 9477.

Employees at the Point have been working under an expired contract, renewed on a month-to-month basis, since September 2008. Kuznetsov has told the union he wants 600 union jobs eliminated by March 31, but the exact number to be terminated has been subject to many changes.

USWA officials are currently negotiating a new contract with Severstal. The contract talks have been rocky and have broken off at various points.

Russo, a veteran Point employee, was appointed general manager in April 2005 after the mill was purchased by Mittal Steel (now ArcelorMittal). Howard, the new GM, has worked in various sales and marketing positions at WCI Steel, an Ohio-based unit of Severstal, and at LTV, now part of Luxembourg-based ArcelorMittal.

    Great reporting.

    Who is the USWA?

Mark’s continued efforts in exposing the facts of this remarkable tale are to be commended.
What is happening is an atrocity in our manufacturing sector which somehow is being overlooked both by the local, state and federal government.
The loss of jobs – forever – while the labor force is led to believe that they may one day return. A look at history will provide the fact that they are not returning. Ask the folks of Hennepin,IL, Lackawanna, NY, Warren, OH, Wheeling, WV (to name a few) how the influx of foreign investment has positively affected their comunities over the past two years.
ArcelorMittal, Severstal, Essar are multi-national companies with a strong global position with little interest or regard for the local communities, the workforce or the future of these facilities. Simply look at the plant closings since industry consolidation began in 2003 to visualize where we truly are and where we are headed.
A sorry state of affairs, and yet again, where is the USWA, state government and the federal government to say no more!
The answers are not far off…but someone has to develop a strategy to work with these companies to implement a plan for mutual success.

In addition to hundreds of union jobs to be terminated, let’s not forget the “temporary” lay off of the entire Sparrows Point Police Department. The Russians have sacrificed the safety and security of all employees and placed that responsibility in the hands of under-qualified, ill-equipped and unprepared security guards making little more than minimum wage.

Anon how true that statment is. Underpaid , under-qualifjed security left incharge of every employee at Severstal. How creepy is that? But something is needed If they paid a little more maybe they would get a better batch of security. The police that were left incharge before this last layoff were up in years and not of much help. As for 600 union employees being let go, half should have been made to leave long ago. The other 40% should be ashamed everytime they cash there pay check.these workers and the union are to blame for the undoing of this company. All these problems were bought with the sale of Bethlehem steel. I think its past time someone cleans out the trash.
