Adoptions in Maryland have increased 20 percent since 2007, the Baltimore Sun reports, off a news conference held yesterday by Gov. Martin O’Malley in the home of a foster family in Forest Park.  O’Malley took credit, citing the state’s “Place Matters” program, an initiative aimed at finding homes for foster children.
