Charges are pending against the driver of a tractor trailer truck, following a fatal accident in Carroll County Tuesday afternoon in which a 51-year-old cyclist died, according to The Baltimore Sun. Police told the Sun the driver was making a right turn and failed to yield to the cyclist, Arthur John Martin, of New Windsor.
