Brew discusses the politics behind developer tax breaks

Mark Reutter today explained the tax-breaks-for-developers controversy roiling Baltimore on WYPR’s “Maryland Morning with Sheilah Kast”:

“There are two arguments by two different interest groups. Occupy Baltimore and BUILD are more social movements and they’re questioning these tax breaks on why they are going to developers like Paterakis and not going to help the city schools. That’s one argument, and it’s quite public now. But there is another argument that’s in the very top ranks of the city’s power elite. And that is: should the city be giving PILOTs and TIFs for Harbor East, for Westport, for Locust Point, for areas around the downtown, when the downtown itself has close to a 30% vacancy rate?”
