Baltimore state’s attorney gets slug of state money

Grants going to juvenile justice, drug prosecutions and “the needs of homicide survivors.”

The office of Baltimore State’s Attorney Gregg L. Bernstein has received over $900,000 in state grants that will cover the salaries of six prosecutors and support two of his court initiatives.

The bulk of the funds will go to the “Immediate Charging Project” aimed at reducing the often-lengthy delays in processing juveniles who are arrested and waiting for the disposition of their cases at the Juvenile Justice Center.

The Maryland Department of Juvenile Services awarded a $430,500 grant to cover the salaries of three full-time attorneys, two-part-time attorneys and one full-time law clerk to expedite the charging process.

In addition, $36,377 will go to a clerk who will aid the victims of juvenile crime, helping them get back stolen property, accompanying them to court and filing out restitution forms.

This grant comes from the Governor’s Office of Crime Control and Prevention, which also awarded Bernstein $84,500 to hire a “Prosecution Stat Analyst” to evaluate the outcome of criminal cases and “provide the SAO leadership with enhanced information with which to make policy decisions.”

The office also received $194,500 to reimburse the salaries of three assistant state’s attorneys working as prosecutors in the Drug Treatment Court Initiative, and $169,575 to provide grief counseling for families of homicide victims.

The state’s attorney’s office currently has 320 positions and a $31 million budget, 80% of which comes from the city’s general fund and the rest from state and federal sources. The $915,412 in state grants were formally approved by the Board of Estimates last week.
