Driver in fatal bus crash had history of seizures

Traveling at nearly twice the posted speed

The city school bus driver involved in the fatal crash on November 1 had a history of “seizure-like episodes” – and a history of crashes, according to the National Transportation Safety Board.

Over the last five years, driver Glen Chappell had been involved in at least 12 crashes or incidents while operating a school bus or personal vehicle, according to the NTSB’s preliminary report released today.

“Reports from a number of these cases described seizure-like episodes,” the investigators said.

The 67-year-old also had a history of hypertension and diabetes, the report noted.

Chappell, who died in the crash along with an MTA bus driver and four MTA passengers, worked for AAAfordable Transportation, but had taken time off between April and August of this year to drive for other companies, according to the NTSB.

AAAfordable had a red-flag warning of potential problems shortly before the fatal Frederick Avenue crash, investigators found,

“The week before the crash, paramedics were called to AAAfordable because the school bus driver was experiencing what witnesses described as a seizure,” the report said.

School Bus Speed: 57 mph

Probing the events that took place inside Chappell’s bus moments before it collided with a Ford Mustang and then plowed into the MTA bus, the investigators interviewed the only other person on board, a teacher aide.

“The teacher aide recalled asking the school bus driver what had happened after the impact with the Ford Mustang, but the school bus driver did not respond,” the report said. The aide and the driver of the Mustang were injured, but survived the crash.

The bus Chappell was driving was traveling at 57 mph when it struck the Mustang, according to the NTSB. The posted speed limit in the 4000 block of Frederick Avenue is 30 mph.

The attorney for AAAfordable, George Bogris, did not return a phone call today seeking comment.

Last month, Baltimore City Schools canceled its contract with AAAfordable, which, according to the NTSB, had contracts to run seven school bus routes in Baltimore and three in Howard County.

The company, headquartered on South Franklintown Road, also conducts for-hire charter and limousine services.
