Text of Severstal's 11/4/10 WARN letter to employees

To All Severstal Sparrows Point Employees:

Today we issued Worker Adjustment and Retraining Notice (WARN) Act letters to state and local
government officials as well as to the United Steelworkers of America (USW) consistent with our
obligations under the law. These filings detail the lay-offs of employees affected by the idling of the Blast
Furnace, BOF, Caster, and Hot Strip Mill. Affected salaried employees will also receive individual letters
regarding their status.

We issued these letters, commonly referred to as WARN notices, because we have seen continued
weakness in general economic conditions and further weakening of steel demand. As a result, it is clear
that the Blast Furnace, BOF, Caster, and Hot Strip Mill will remain idle through at least January, 2011.

Our current plans have the Cold Mill and Coated Products Divisions operating on significantly reduced
schedules. Our Tin Mill Products Division will continue to operate and satisfy our customers demand for
Tin Mill products.

During this period of time when certain operations are idled, a limited number of employees will be
involved in providing basic asset protection duties to ensure that the Blast Furnace, BOF, and Hot Strip
Mill are prepared to return to operating status when market conditions warrant.

We are extremely sensitive to the negative impact that our employees and their families may experience
as a result of the idling of these facilities. We will be working with state and local officials to make sure
that our employees are aware of and have access to the various support services available.

We appreciate the efforts that our employees have made and continue to make during these difficult
times. We will continue to monitor market conditions closely and look forward to having the opportunity to
restart these idled facilities when market conditions warrant.
